Abstract

This paper seeks to examine issues of authority conflicts and their impact on development control, as well as provide recommendations for resolving these conflicts to ensure effective development control mechanisms. The case study focuses on authority conflicts between provincial and municipal governments in South Sulawesi and Southeast Sulawesi. A literature review reveals that authority conflicts between different levels of government, which have emerged since regional autonomy in the Reformasi era, have confused development control practices in Indonesia. Such conflicts, whether between central and provincial governments or provincial and local governments, lead to overlapping permits, hindering effective development control.
