Abstract

Development control aims to ensure that development efforts are carried out in accordance with established goals and regulations. It is crucial to avoid development conflicts, create equity in development, safeguard public interest principles, and prevent economic losses and environmental damage. One of the latest issues in development control in Indonesia is the establishment of the Spatial Planning Forum (Forum Penataan Ruang/ FPR), as outlined in Government Regulation No. 21 of 2021. This regulation is a derivative of the Omnibus Law enacted the previous year. This article aims to further examine the FPR and its prospects in development control in Indonesia. Through a literature review, it is found that the FPR provides hope for development control in Indonesia. In addition to serving as a coordination forum, the FPR also functions as a platform for participation, as it involves non-governmental elements. The level of participation within the FPR is at the 'placation' stage. The FPR plays a curative role in development control, offering recommendations for approving the suitability of spatial utilization activities and serving as a mediation platform for spatial planning disputes at the regional level.
